Rijn IJssel is a teaching organization well known within the Arnhem region and its surrounding area in the Netherlands. The regional training centre (roc) offers a wide spectrum of training possibilities for vocational and adult education, given at numerous small-scale locations. Within the Arnhem region and its immediate environment, Rijn IJssel is by far the most attractive and the most often chosen teaching organization. A strong brand Rijn IJssel is differentiated from other roc’s and sees itself as being ‘a strong brand’. This can be seen in the behaviour and attitude of its employees towards each other, towards the students but also towards the outside world. The focal point is five inspirational values that are shared by everyone and put into practice every day: These core values are united into a value package: Five positive values exhibited in the day to day activities of everyone within Rijn IJssel and in the way in which the organization has been structured.
Values Our behaviour is driven by five key values. These values can be recognised in the way in which we work and in the way the organization has been structured. Reliability towards each other and other parties. Involvement as the basis for students as well as staff. On this basis Rijn IJssel can develop entrepreneurship and we can be an inspiration for each other. Self-assurance, as is to be expected from Rijn IJssel. These five values set the direction for the next five years. They represent Rijn IJssel’s image.
Objectives Rijn IJssel’s main objective is crystal clear and clearly formulated: to supply the best professionals and to achieve that 100 % of students finish the course fully qualified. The staff proudly represents these values.
In the coming years, Rijn IJssel will be under a lot of pressure to achieve these goals. It means that the company must be an entrepreneurial teaching organization and is regarded as such by its staff. It is only possible to produce the best qualified professionals if Rijn IJssel understands the labour market requirements.
This requires Rijn IJssel to demonstrate that its students are meticulously educated and supported in order to achieve the qualifications they want. The outside world should be told and kept informed. This positive message, together with an entrepreneurial attitude, should result in new training courses and new and more students: in short growth.
Rijn IJssel has set the following measurable targets for the 2006-2009 period:
- 50% of companies and institutions should do business with Rijn IJssel.
- 60% of students should be rated at 8 or higher by all users.
- 75% of the students rate Rijn IJssel a 7.5 or higher during their training.
- Rijn IJssel has 70% positive name recognition (assessed on the values).
- A minimum of 92% of the students achieves the basic qualification.
- Rijn IJssel has the highest results of all the BVE (Vocational and Adult Education Consultative Committee) institutions.
- 70% of the potential mbo (secondary vocational education) students chose for and are welcomed by Rijn IJssel.
- Every year, 5% of the student intake moves to a new course.
- 25% of the students carry on, internally, nationally or internationally, to a higher level of education.
- 25% turnover growth and financially sound (based on indicators to be defined).
Arnhem and the surrounding area As a regional training centre Rijn IJssel has a distinctive, innovative attitude. Close and active ties with the business world, institutions and government are highly important. Together with these partners, Rijn IJssel works to ensure the future of modern vocational education. Rijn IJssel is the driving force for the socio-economic development of Arnhem and the surrounding area, and assumes responsibility as an associated partner in all the cities’ neighbourhoods and districts. Developments in Arnhem’s region and the current labour market requirements are therefore very important ingredients of our policies. It is Rijn IJssel’s intentions to guarantee and increase the education quality.
Quality first Rijn IJssel provides attractive education in numerous educational areas as from the age of 16, and has more than 13,000 students and about 1,250 staff. The roc promotes itself as an inspiring teaching organization, is active in various regional and national networks and is continuously in contact with all conceivable partners in its surroundings. However, the main priority remains the students, who are trained and supported with utmost care in order to achieve the qualifications they want.
Rijn IJssel produces a constant stream of young people and adults for a successful future within the business world and our demanding society. Our aim is to realise all the ambitions of our students and to make sure they all leave school fully qualified!

Made to measure We can offer students education that is more ‘made to measure’ via small-scale projects. All the projects are realised through intensive cooperation and links with companies and institutions. The custom-made education created in this way, is very important. It ensures that innovation and development remain realistic and aimed at professional usage. Rijn IJssel supplies the best qualified people within the region, connected with the business world from the start of their training. The gaining of practical experience is the most important educational element for the chosen profession. A self-confident student joining the labour market is Rijn IJssel’s calling card.
Competence aimed study Rijn IJssel’s doors are open to anyone. We are completely familiar with labour requirements thanks to our many contacts within the business world, institutions and government. Therefore, the student’s practical knowledge and skills form the foundation of our education. These core competences vary according to the educational area. After careful consideration the core competences are defined and incorporated into the study program. The education is very practically-oriented. Theory is immediately applied to practical situations. This means practical tasks, proficiency training, company visits and work placement.
Educational courses Rijn IJssel’s education consists of various courses:
- Vocational Training (BOL). This means attending school five days a week, alternating with periods of work placement.
- Block or day release courses (BBL) with the emphasis on practical education (four days a week) and school education (one day a week).
- Part-time training course. This is very similar to BBL only without the need for paid work in the training area in which you are educated. However, a work placement is mandatory as from the start of the second school year.
In addition, Rijn IJssel offers courses and training courses for businesses, institutions, the government and private individuals.
Personal attention Although Rijn IJssel is a large teaching organization, its approach is aimed at the individual. Proper training support and personal attention are of the utmost importance, starting from the first introductions until the course is completed. Several professionals are available during the training period. In the training locations, the tutors and students know each other, resulting in a small-scale, comfortable working atmosphere in a familiar and pleasant environment.
The whole world within reach International collaboration is increasing in the 21st century. Within Europe, borders are fading away. Using new means of communication the world is within reach. Rijn IJssel is part of these trends. The roc offers activities such as educational visits, student exchanges and foreign work placements. Each year, students from all the different training courses go abroad to gain work experience while foreign students and teachers come to study with us. Together with partner schools in Western-Europe, Rijn IJssel participates in the development of a series of educational courses.
Everybody welcome Rijn IJssel has created a pleasant educational environment for everyone. If required, students with a handicap or chronic illness can count on extra support, the proper facilities and arrangements. We realize that it requires a lot of energy to study with a handicap. Rijn IJssel has a specific Disabled Students Assistance Centre (Steunpunt Studie & Handicap), which assists students with the necessary information and support.
Rijn IJssel is continuously on the move, maintains a broad outlook and acts in a entrepreneurial and self-assured way.
